Not Rose Thacker. Rosie was about 5 - 6 years older than these kids. She did have a younger sister, Kathy, who was blond. But, I don't think the blond in the picture is Kathy either.

I think the blond might be Kathy Thacker. It sure looks like her. The girl on the end might be Janet Nowlin.
